How will shrinking fossil fuel prices affect Africa?

Many African Nations have just announced discoveries of fossil fuels. Some have not even sold the first barrel and suddenly, prices are turning South. How will this affect Africa? This article argues that only the dreams of a financial windfall have been shattered.Everything else looks positive.
