Asante kwa makalibisho mema.
@ole sidai i'm a normal kenyan no tabia mbaya especially ukikaa kwa nchi za wenyewe.
I'm not an expert but i have been thinking that one way Kenya can enhance her influence in the African continent is to form a highly mobile,mechanized and intelligent small battalion of about 200 who will respond to any natural calamities throughout the continent. It might seem like a small gesture but it lingers in the affected people's memories for a long time. What do you think guys and how do we push this ideas to our top decision makers.

my personal observation is that you COULD PROBABLY have been active here with a different handle. i hope am wrong ...

Karibu sana tres impoli i too gleaned from the sidelines for long b4 joining the forum. What i appreciate from the forum is the decorum observed and self regulation. Having traveled extensively i have been to countries where Kenyans hold very senior govt advisory and managerial positions. Lets pray that the success of the last 10 yrs will be replicated in the next regime and my bro ur prayer will be answered. Was flying to JKIA last evening and men, the scenery at Nairobi national park was awesome (I guess the recent rains have something to do with it) never felt so thankful to be Kenyan. Happy holidays to u all.

@Hey Jas - there is no divergence between your concept and mine. Probably you have the complete pqckage while I envisage an incremental fulfillment of the Package. Truth is Projection of Brutish Force often appears clownish and ineffectual because Brutish Force is unwieldy to bring to bear and does takes a while to bring to bear - requiring open and general warfare such as the Falklands War, Desert Storm, etc. What does enforce Hegemony is the ability / capacity to surgically / effectively / efficiently weld military power - such as the Israelis have perfected, NATO against Serbia - sharp, crisps, short, decisively violent, limited-tactical-objective Armed Contact designed to impel a political argument in a specific direction, yet avoiding general Warfare which would have negative effects on all parties.

All things moving along the projected Trajectory of risks and benefits to Kenya during the next two decades, this Kenyana will be unrecognizable in both risks and benefits.

Would it be proper to consider AMISOM in Crazy Town as an exercise of Force Projection? Or OLN/AMISOM in Gedo, Middle and Lower Juba?

@Batian - I shared your Malian opinion with colleagues with predictable results. I was reminded that - 1. Extremism feeds of itself and no form of extremism exists in isolation and without an equal and opposing narrow-minded force. Paletinian Extremism is a true child of Jewish extremism. An interesting Police documentary this weekend on the infamous drag haul
Being aired in one of the stations.seems to be a rebuttal of jicho pevu and the like.
Personally I know one of the local stations did an intel sting to capture Kabuga and succeeded where all western agencies had failed.The debrief was complete with photos of
Kabuga in a Kenyan military hospital allegedly under KDF 'protection' ONLY A MINOR DETAIL WAS NOT ADDING UP, a shop keeper turns up as the said owner of the photo clips.
No further rerun of 'an excellent work ' was ever done.problem is the public will believe anything the media says.Reminds me of the migingo spat when media authoritively
Avered Kdf had 22,0000 troops and not battle savy as UPDF' which they claimed had 60,000 troops,the result of which KDF was incapable of challenging UPDF for migingo.what hog wash.NOW no media house underates KDF.problem if a doctor do bad surgery you get sued,ditto lawyers,soldiers,engineers et al .but for members of the fourth estate,it seems they are immune.And they like supervising other institutions which they deliberately or unknowingly destroy.There should be a bigger penalty for negligence and impunity on all
Professions.WAIT A MINUTE WHAT IS A PROFESSION

Six characteristics that are universally accepted by all professions:

1.specific training in a recognised institution

2.examinable

3.capable of being disciplined

4.public recognition

5.owes public duty of care

6.certification and CPD

NOW tell me who is and who is not.And what is a trade?An expert?technician.?

Felas do you think the IGP came up with this idea or it was already in the works? And if so,
It ,(the Police Production Documentary) being aired now means it has the IGP seal of approval.Me thinks the service need a KDF type Public Information DEPT that is integrated
and sometimes proactive,to mostly remove rumours and explain genuine issues.Note when KDF spokesman issued a wrong image KDF was quick to own up.This builds public trust.
Will the Service live up to the expectations.I think so.What about you?

if you ask me... the old police ranking system from low police constable to top ranked commissioner of police was good for our needs and only needed tweaking in operational needs and service delivery instead of wiping out several ranks by bringing in this new inspector general system which threatens over 1200 men/women who have worked all their lives to reach where they are.

can you imagine they plan to do away with such posts as commandants of such specialised formations like GSU,AIRPORTS POLICE UNIT,ANTI TERROR POLICE, STOCK THEFT UNITS, RAILWAYS POLICE ETC..

Relax @C.Sniper. The present Command Structure was top-heavy, unresponsive, and unwieldy, making a nightmare of Decision-making and a dangerous overlap of jurisdiction. It encouraged official mediocrity and corruption because it was easy not to perform and hide in this Massed Command Hierarchy. Going Forward, a lean and shortened Command Structure will eliminate this horrible lacuna in Reporting, Command and Control.

For instance, the Superintendent of General Duties Police in charge of Nakuru County will have FULL and EXCLUSIVE Command, responsibility and Accountability of ALL Police Formations apart from the ADministration Police Units n the County and reporting directly to the Assistant Inspector General of GD Police. Hakuna worries about the interests and sensibilities of the host of other idle officers senior to him interfering and affecting the discharge of his responsibilities. And in the in-coming Political Structure of County Governments, security concerns will have swifter responses in consequence.

@Neutral-ground - the IGP is not a week on the job yet. That Drugs Documentary was weeks in the making . The IGP will not define the Police Service but the two Oversight Bodies of the NPSC and IPOS. Letts hold off deifying him.

Absolutely so, Kaka @Neutral Ground. The Greeks did say that the gods elevate humans that they seek to destroy - or something like that, I think.

IGP Kimaiyu has the most unenviable job in Kenya.

These changes are good for the Police Service. In effect they obliterate Macro-management in the function of Command and grant semi-autonomy and greater latitude of decision-making at substantive Command tiers. Releases individual talent, initiative and creativity, enhances recognition of performance, sorts out the "careerists" from the "any-job" recruits.

It works fantatic for the KDF - should work just as well for Kenya Police Service.

professional organizations ( see my earlier post on how one qualifies to be called a
professional) in the world others are giving excuses.Hope the Service
will take the cue and see the way.

I and a couple colleagues caught a sneak peek at it a while ago and I am informed it is running on TV slots already.

Very powerful delivery.

Almost "verbatim" "real-time" narration.

Creates a bird-view of the entire tapestry yet also the intimacy of an insider-view.

Without the childish histrionics of those illiterate pseudo-journalusts on "jicho Peru" vivid contrasting with the unscripted yet a calmly collected, mature and measured narration by the very actual all insider players involved in the saga..Still serving and retired.

The Kenya Police telling its story fir itself. It is most certainly not choreographed.

Of course there will be the usual cynicism expressed. Iam not the kenya Police apologist!

I reckon if nothing else, this report by the Kenya Police effectively strips the only other version in the public dormaine (the Jicho pevu garbage) of all pretensions to factual journalism.

...20th Paras Bait a fully functional facet of the KDF= where does it fit
between the 30th and the 40th? Hehehe! Progression in size and purpose -
Squad, Platoon, Coy, Batt, Regiment, Brigade, Division, Corps.
kinda leaves me scratching my head with both hands now!

I am not very familiar with the Frenchies MEF configuration but if you could; please expound succinctly how it differs from Sammy's.

The French have maintained a very effective and widespread fifty-years Tactical signature in Africa by developing a MEF blend of a "muscled" Special Forces-type Concept Air-and-Sea-Portable without the excessive over-provisioning of the American MEF. Whatever "Enables / Expanders" that can not be inserted with the First and/or Secondary Elements of the Quick-Reaction Force are readily on-call for rapid employment from other specialized Units - light Armor, Helio-Gunships, Field Tactical Arty,Intel & Tactical Recon, CAS,etc. Because of a much greater Global Footprint, Sammy integrates as many of these aspects into his MEF as he can get away withb- he can afford to anyway.

@C.Sniper - the Honors Roll selection is restrictive to give it real symbolism. Not everyone can make their way into it. Lakini haijalishi saana because the symbolism does in fact acknowledge the valiant actions at both Individual and Unit levels. Heko kwa wanajeshi wote!

ON I accept the narrowmindedness of the west has sometimes led to some of these challenges, but for Israel sake, is caused by the historical consequences and the need for self presevation amidst a hostile environment. The situation is made more theatrical by the adoption of Palestinian into the UN portfolio, where in the foreseeable future it may mean escalated multiple border disputes.....

Back to Africa, our sons in kenyana have made a brave attempt to bring the DRC to the round table, that is the tall one and M7. Just the other day it would have seemed that the tall one was getting smoked, but M7 took the hugest gamble by intervening and mediating DRC. However I insist that the gamble by our bros from land of bananas was 50/50 one. There is no guarantee that it may sustain any progress. These guys need more regional support, because anything is now possible in kenyana as we have witnessed with current bon-fires in the once sleepy CAR. After shutting down the french embassy, we expect no less than french forces being garrisoned there.

One year down the line and still counting, Kenya was very instrumental in strengthening her weak neighbor Somalia, hoping this would be a mirror that countries within kenyana could admire, but to our surprise, we have another theater carved out. Johnny is as usual unpredictable, creating even more dunghills. Somalia's/kisimayu case was almost descending into a dung-hill scenario, but was rescued by Amisom.

As this events were happening, not necessarily in the listed order, i realised something. Kenya has it's backside exposed.
In my evaluation of 'the troubles' in relation to the ambitions this country has i conclude we have an armed force woefully inadequate of the task before us. The United States has slowly been backed into a corner and this new desperate America is becoming dangerous to everyone around them. Russia's snarling in Europe is now developing into a ''crouch'' position ready for an attack. China is squeezing the U.S Navy out of the South, East China Seas, Yellow Sea and Gulf of Tonkin. As a super power emerging it is owning its waters the way the U.S owns the Pacific, Atlantic and the Mexican Gulf. The direct result of this is a moody Washington which no longer cares about subtleness but now jumps for the jugular of nations at the slightest hint of kichwa ngumu in relation to its foreign policy.

Back to Kenya.

We have a Vision to industrialise oursleves by 2030. To achieve this, certain nations must be on board. C.A.R, D.R.C, South Sudan, Somalia, Burundi (making up the hard nuts) Uganda, Tanzania and Rwanda (the more willing members). This requires allot of strategising on our part because as it already, some senseless wars are breaking out (like this one of CAR). It is as if someone is frustrating us in their larger than life chess game. We need a military that take care of problems at a regional level. Our lack of strategic assets will be our Achilles heel. Risasi once said that future operations will take a regional shape. however, even in a regional setting there must be a leader regardless of whoever owns the rotating chairmanship. Museveni seems to be the guy reading his bones and beads correctly. We have most to gain from East Africa and therefore we have the most to protect in E.A.
The above said, i propose it's time we re-organised our forces starting from the most vital unit going into the future..

The Navy.

Here @Mjeshi could help...a force organised into 2 fleets. One focused on the coast of Mombasa, Tanzania, Mozambique and DRC in the Atlantic, i'll call this the Southern Fleet. Another one focused on the coast of Mombasa, and Somalia (in my estimates the toughest challenge). These 2 fleets should be armed with a mix of 2 LPD's (that between them can transport a battalion of marines (the KRI Makassar is a good example) 4 frigates (fully capable of land attack), 16 corvettes* (littoral capable e.g Cigala Fulgosi, Baynunah), about 8 coastal patrol boats (like the Nyayo and Shujaa class) and about 4 LST's (with a slightly higher displacement than the Tana and Galana). Now with this set up a Submarine force is obviously a neccesity, but since this will be primarily for anti-shipping(which the possibility for a naval war is a bit off), intelligence gathering. . .4 capable subs will be adequate. Between them, two fully mechanised Marine battalions. naturally the army will be resistant to this new powerful navy, therefore a permanent detachment of air calv from the army should be seconded to support amphibious operations.

Air Force,

they have pretty much covered it on the fighter front. What the completely lack, n are very comfy about it, is a lack of strategic air lifters. If we are going to lock down our turf then we need to re-supply troops deployed far from our borders. our current airlift capacity is laughable for a country with this big an ambition. A couple of C-130 class (the Yun 8 looks promising) air assets ought to cover that front. Since going into the future the air operations will primarily be air-ground instead of air-air, a respectable replacement for the F-5's once they reach the end of their usefull life is in order (the F-15's if Multi role will be a huge plus).

As for the army

..hehehe..OLE NKAREI..when i asked about converting the old ladies to heavy IFV's it is because i realised that what we have in this country is primarily a motorised infantry. We pia unajua we cant call the PUMA's APC's, they are MRAP's period! Their role and application is way different from APC's and IFV's. luckily, someone realised this and hence the LAZAR's (beautiful animals this ones). This will go a long way in complementing the WZ 551's. The tank force should also have a major makeover. I personally do not believe the T-72 was a good choice seeing as this tank will be obsolete in the next few years. A powerful and expanded tank force should keep anyone in check. Their air Calv is pretty much well equipped so that's a plus. Field guns and artillery, more punch more mobility more variety in range. Thats all i can say on arty coz i hardly know jack about it.

However all this done, wish should not underestimate the power of soft-force. cross training, bilateral agreements, mutual assistance programs, mutual defence pacts etc. I personally liked what Kibaki did with Burundi, extending military aid to the Burundians. In asmuch as this helps them, it endears us to them and gives us a launching pad into the beehive that is Congo should it come to that. I propose the same for the CAR too. this is a country that is seriously underdeveloped and a shoulder to lean on like Kenya's should be much appreciated. Train their troops in exchange of trade opportunities (and that little detail about a base in CAR) should be more than fair. Angola should be a 'friend' in the Atlantic. We would do well to have them as an ally than a competitor. It shouldn't be that hard to convince Kabila of the need for naval security in the Congo. This is whee the southern fleet's frigates should and corvettes would work their magic. A ready amphibious force that can deploy anywhere in our AOI should keep any cheeky party contained. The primary reason for such a large force of littoral capable corvettes is because the future naval challenge will be securing Lines of Communication from pirates more than foreign warship (even though this too is a reality). A respectable corvette armed with ship to ship missiles and good guns for littoral warfare should be very effective. The frigates will be primarily for when things go south real bad.

If we kid ourselves that the status quo will remain with the current troop levels then we are in for a shock. No country worth it's name wants foreign warships with unknown intentions drifting off its coastline. Ever wondered why Myanmar built a new Capital city?

I agree with you @Jasiri especially on the tank force. The T-72 may not last long and is being acquired by every Tom, Dick and Harry meaning that we may no longer maintain the edge over others by fielding a vastly superior machine as we have done for years with the Vickers. It may be worthwhile to consider other potent tanks like the Leopards. Indeed even UG seems to be eying newer machines like the T-90. What does this tell you?

Come on People. It is not a fashion show by whatever description. Does the need to upgrade derive from the fact or the profusion of this equipment globally? The Colt .45 Peacemaker is still by far the best double-action Revolver ever created - 145 years ago! While some chaps walk around with a Glock 17 piopularised in American Crime fighting TV shows, you will not catch me in civilian dress about town without my short-barrelled Peacemaker "Civilian-model" with a three speadloaders. Tears off any part of you that I hit clean off.

But seriously in our peace-time, the Mkv3 and T-72AV are more than good enough. For a half decade at least. As a credible Tank Corps, for training to grow the Corps, for Cross-training with other Units to raise integration between them and the Tank Corps. Beautiful and deadly monsters.

Budgetary constraints and very many other priorities on Military spending.

Should we complete the modernization of Air Cavalry or divert these funds to retiring the still credible T-72AV?

Continue to build up and equip thee 30th and 40th as KDF primary Force-Projection elements or ....?

What about the increasing need for rapid and improved Airlift? Isn't that more pressing at present?

The Tank Corps will take in a greater more T72AV before a single Chieftain, Leopard or Merkhava ever churn the Isiolo desert sands.

if you ask me... the old police ranking system from low police constable to top ranked commissioner of police was good for our needs and only needed tweaking in operational needs and service delivery instead of wiping out several ranks by bringing in this new inspector general system which threatens over 1200 men/women who have worked all their lives to reach where they are.

can you imagine they plan to do away with such posts as commandants of such specialised formations like GSU,AIRPORTS POLICE UNIT,ANTI TERROR POLICE, STOCK THEFT UNITS, RAILWAYS POLICE ETC..

Those recommendations of restructuring the leadership and the componentized formations within the police force might have been as a result of budgetary constraints. I am not a magi but the step is necessary for the long-term coupled with the fact that the inspector general was chosen by an independent oversight committee. Meaning he is not answerable to anyone whosoever except the committee that appointed him.

It actually bestows high expectations and responsibility for the now independent leadership within the force. It will also witness change of tact or improved response to the current security challenges. Those however are just my individual civvy projections but there is still much work to be done specifically to repair the image of the force and professionalism. I agree instead of those arms vanishing they could have integrated into an effective and efficient formation.

@Batian - it appears there is a bit of a cloud about the Power Relationship in Government vide the now popular notions of "independent-this-or-the-other". What it does propose is a widening of the Executive Base and not the creation of additional and potentially conflicting Power Centers. Essentially, it defines the functional relationships between the various tiers and facets in the hierarchy, and not the Hierarchical Structure itself.

One could expand this distinction outwards in the consideration of the intra-relationship and inter+relationships within and between the other "independent" Arms of Government.

I hasten to add that the Kenya Police Service restructuring, by compressing the Command Hierarchy and hence eliminating certain Ranks, in no way has it obliterated any Police Formations. The functionality ofnyhe Kenya Police Service remains unchanged. The Command Hierarchy has restructured. Hiyo tuu!

Not to put too fine a edge to the debate on Police Reforms, this sort of thing will not be possible with the compressed Kenya Police Hierarchy because all facets of Police Formations in each County integrate into one singular Command - GD, CID, SPCU, AP, Flying Squad, GSU, anti-stock, AP/RDU/BPU, Criminal Intel Unit.

The present heavy, Multi-layered, Command Structure allows for such dangerous infiltration of the Command Structure and may explain just why proactive Crime fighting in Kenya has been so evasive. And the perceptions that Crime Fighting is merely reactionary.

aiming their Exocets with quite a devastating effect on johnies task force threatening
to bring Johnies expedition to an embarrassing end.In wades M16 who purchases most of the Exocets in the market and persuades Frenches not to re supply Algies.The rest is history.Never should a small country source from one place hardware especially with the
Western hegemony in place.
